I'd say its less "western civilization is collapsing" and more that modern lean manufacturing/logistics doesn't handle supply chain disruptions and wild fluctuations in demand very well.
The bottom line is that most of the bike industry seems to see this as a non-permanent blip of demand, so they are not interested in expanding capacity to meet it (which is understandable, because modern manufacturing capacity is extremely expensive to build and takes time to bring online). If they are right (and they probably are) things will even out as the world gets out from under the pandemic. If not, well, anyone who decided to make that investment is gonna be looking pretty good.
But for those in the industry, from the craigslist bike flipper to the LBS, they have no excuse. They knew, they didn't do anything about it fast enough, and now they are unable to complete repairs for their patrons.
