Does Oregon not have ebike laws yet?

Yes, it has had them for over 20 years. Last year eBikes were granted access to natural surface trails on state land without the help of PFB. EBikes have access to both bike lanes and bike paths as long as they follow the speed limits posted.

The class laws bring too much confusion to what is considered an already fair system in place here.
 
I like the idea of path speed limits more so than ebike classes but momentum is not going to change given all the mid drive motor and ebike companies want the class system so the same essentially slow ebikes can be sold worldwide. Hub drive ebikes have an advantage over mid-drives at higher speeds so the mid drive companies don't want faster assist speed ebikes to become more common.
