I have a Raleigh velo and have found 3 wires at the rear no idea where they have come from if you zoom on the photo you will see them

Those wires appear to be in the right place for a torque sensor. If your bike does not have torque sensing control of motor power, you could fold some cellophane tape over the end of each one. Do not tape them together, if +5 & ground are taped together it could short the +5 production circuit in the controller.
Possibly an unused plastic connector on the end hit a stick or branch or something and was ripped off.
With a battery on a carrier over the back wheel, this appears to be a bargain model of the raleigh line. Not likely to have torque sensing.
If you did have torque sensing speed control, you will have to get service to replace the torque sensor and possibly the wire harness or controller.
 
Those wires on the chain stay would normally be attached to the pickup for a speed sensor. Normally there would be a wheel magnet on a spoke. Each time it passes the pickup is one revolution of a 26" tire. That is almost 82 inches or represents about two meters of forward progress. The speed of those 2m revolutions, say 14 per minute, is multiplied by 60 and is translated into Kph on the display.
