That's a lot of rise! By doing that, you are changing the center of gravity to the rear as well as the steering leverage, taking weight off the front tire, and possibly making it feel more twitchy.
This reminds me of my motorcycling days when I went on a cross-country tour with my rear rack and side bags fully loaded down, and got into a bit of what was called a "high-speed wobble" due to the changed c/g. I definitely felt the handling difference throughout the trip!
