Trek conduit steps system power reduction issues

I bought a Trek Conduit , my first e bike, August 2018, and put 1500 miles in 2 months on it with no issues at all, in October it started not assisting as much as it had been, in every mode.
On flat roads I'd normally get to 16-17 mph in eco with little effort and hit the 20 mph limiter easily in normal, and only use high for hills.
Now, with the same effort, it only goes 12-13 mph in eco, 15-16 in normal, and 17-18 in high. I have to really pedal firmly to hit the 20 mph limiter even in high. ( It acts the same from full charge down to 20- 30% charge ( when assist is normally reduced to save battery power )
At first it would start doing this after 3 or 4 miles of riding and i assumed it had somethi g to do with the motor or battery or system " warming up " but by november it just acts this way all the time.
My local dealer and even shimano plugged to in to their diagnostic computers and it comes up clean, no issues show up. They have tried firmware updates and software reboots, but the issue is still there. My dealer says they have never encountered this before.
Shimano sent me a new battery and it made no difference. The same issues are there.
Has anyone else had this problem with this model or the steps system ? Any ideas on what it could be or how to fix it ?

Update - Finally, some one figured out that the problem was a faulty speed sensor that told the computer I was going faster than I was , which basically made the assist cut off earlier than normal. While I have questions about why I was still getting assisted partially and it not cutting off completely like it does when I hit the 20mph limiter, they changed the sensor and it has fixed that problem.
I am still having major battery performance issues, as I posted about in another thread, only getting 28 miles in range in normal mode instead of the 52 it promises on the readout at a full charge, but the dealer insists this is normal due to riding in sub 30° weather.
We'll see what happens as spring comes.
