If your wheels are tubeless-capable, consider tubeless tires. Much higher resistance to flats. Go for something with a hardened, puncture resistant design. I had 6 this flats this year in 3,300 miles and none was a pleasant experience, riding on similar surfaces to yours. My bike came with Schwable G-Ones. Great tire, didn’t come near wearing them out, but they are very pervious. Recently replaced them with Panaracer Gravelking SKs.
