Steering stem?

I'm a new owner of a cross core, when I transport bike I usually loosen bolt at top of stem and rotate bars, I loosened bolt all the way and bars still were solidly in place, I ended up loosening 2 bolts that hold bars to the stem but would like to know what problem may be?

The top bolt is the bearing loading bolt... Allows you to compress the bearing slightly.
The stem bolts hold the stem and bars to the fork.
All these bolts need to be properly torqued and tightened in the proper order.
