Restricted-Update Firmware message?

Not sure why or what this is, but my buddy got stranded today on his Vado 4.0, any ideas?

It seems this is a European bike. If hes not in Europe it’s not a big deal. If its not in Europe, it will be fun for the LBS to address.
 
Strange. Very strange. It could be a Learning Mode for kids. I can achieve 15 km/h on the pedal power only.
