Rear tire seems to be rubbing in just one spot , what causes this (video included)

Noticed the noise in the last half mile of my ride home, too much of a noob to know how to fix it. Did the rim become misaligned? Does it need trued? It sounds like it's rubbing on the fender but I'm very doubtful it's just the fender that's moved.

If the wheel were out of true you'd be able to see that, methinks. It's hard to tell on the video, though.

When I've had friction it's been with my disc brakes, and a brake adjustment did the trick. After the shop doing it a few times (and also showing me what to do, since I asked if I could observe and see how to do it), I now can do that myself, no problem. :)
 
Sounds like fender to me. A couple things to check. Fender mounting, and axle nuts. If you can wiggle the fender on it's mounting bolts, you may have to remove the back wheel to get at the bolts. Then check chain tension to see if one of the nuts has loosened. Center the wheel between the chain stays. Then lastly you may have to have the spokes tensioned to true the rim. Checking and tightening fasters is regular maintenance on bikes.
