Is it illegal to pass on the right of a vehicle that is in your lane? Cars pass bikes in the lane but can bikes pass cars legally, as in when the cars are stopped at a red light?

I’d guess that you can since the bike lane is a separate lane. It’s really dependent on your state and local regulations.
 
If there is no bike lane and you're not sure of your local ordinances, do so at your own risk. Cars aren't expecting things to pass them on the right at a red light. I had a couple of cyclists mad at me because I nearly colided with one of them in my car. There was no bike lane and they were doing that exact thing, trying to pass on the right when there was no bike lane. I should have been more obserant but they should'nt have been there.
 
Are you asking about lane filtering / splitting ?

Imagine sitting in a tin top , staring at the same looooong line of tin tops , and some smart arse ebiker zips past on the passenger side. You didn't even get a chance to flick that smouldering cigarette butt in their face!

Repeat daily for a week.

Sooner or later Tin topper has devised a plan - either leave enough room to swerve , or reach over to open the passenger door. That plan ferments for a month or so, evolving into something truly sinister and unexpected.

Then one morning he's feeling particularly cranky, the new neighbour has a better tin top or cuter partner, maybe both? Plans become action.

Legal doesn't stop the pain.
 
If there is no bike lane, you should notice when passing a bike. be sure to reduce your speed and distance before making your move, always make sure there’s a distance of 2 to 4 feet. This figure can change according to states.
