Any recommendations for a pannier-backpack that would be quick and secure to clip into Delite suspended rack. I'm looking for something for commuting, so it should be waterproof for laptops and quick and easy to throw on my back from the bike when I'm going to the office.

I use Ortlieb Vario pannier-backpack (although I don't ride R&M e-bikes).
Good alternative is the Ortlieb e-Mate pannier that is ideal for your purposes, and can be carried on the strap off-bike. Our prominent R&M user @David Berry is an e-Mate owner here.

Perhaps, consider Ortlieb's Backpack Adaptor for Panniers.

The video's soundtrack features German and English narrators (simultaneously!), drowned out by blaring pop music. Be brave!

Would I pack the MacBook Pro that I'm using now into an Ortlieb E-Mate?

I'm not so sure! The E-Mate's magnetic closure system might not keep a laptop where it should be in the event of a fall.

Or get whatever one you want as long as it fits the appropriate size (hoping for you there is one) of this brilliant Aussie invention:

Then you don't have to worry about damage at all and it's made very well i can personally add!

Any other interesting brands besides Ortlieb? I read some critique that their attachment mechanism wouldn't be that easy, but I have no idea personally really. Never had a bike with a rack or panniers before.

The QL 2.1 system of Ortlieb is very easy, flexible and solid.

Is the QL 2.1 better than the QL 3.1, some bags seem to have an option for both?
I am not sure, but my suspicion is that the QL 3.1 system will allow pannier bags to be attached below, instead of onto, the tubing of the pannier rack.

If this proves to be so, it will mean that one can use both pannier bags and a trunk bag.

With the QL3.1, you need to use an Ortlieb specific rack with lugs, or buy an adapter, but then that clips onto the top rail of the rack, where you would attach the trunk bag to. Whereas, the QL 2.1 will fit onto to most racks.

Sounds like 2.1 would be better for me. I dont want anything too gimmicky, just something simple that works.

I use the Ortlieb panniers with the QL2.1 fitting. They are very easy to put on and off, plus they are very robust and capacious.

Ortlieb's Commuter Bag #2 might be worth considering:

But best-of-all might be the Ortlieb Vario:

I went to see Ortlieb Vario at the local dealer but having to attach and detatch the carrying mechanism every morning and evening sounds way too cumbersome. Unfortunately all the other models were sold out for now so I couldn't check them, but I think as far as Ortlieb goes I will have to look into the shoulder bags instead of a backpack. I want to find something simple that I just unclip from the rack and throw on my back/shoulder to carry it to the office. I'm kinda liking the commuter-bag two, checked a video of it but it looks a bit on the smaller side unless it was just the camera angle. Do you think it would fit two bulky 15" laptops with their power adapters?

-edit- Decided to order the commuter bag after measuring the laptops. I think they should fit and if I need to take more stuff I can just put them on the rack. Thanks for the tips everyone.

I commute with this Two Wheel Gear bag 3-4 times a week, and it is very well designed. It is quite fashionable too and works well as a backpack by itself.
Thanks, looks very good also. I ended up getting ortlieb commuter bag 2 and it has been perfect for my needs. But thats a good tip if someone else is looking for a backpack pannier hybrid.

After using the commuter bag 2 for a while, the only negative I can think of is that carrying it on the shoulder is not really a great experience because the pannier hooks get stuck on your clothes etc. I mean it is ok for small distances and you can carry it back side out although it looks kinda funny that way. But Im suprised that there isn't some kind of velcro flap or something that you could throw over the pannier hooks when you are carrying the bag.
