Cool! I am doing a bar like that right now on a touring bike. I thought I was an original thinker.

It will be wrapped toward the center and drop, then have classic up right levers and leather grips. The guy, under Dr.'s orders, must sit upright but he wants to do long distances. This way he can do that yet still change it up with positions to prevent fatigue. It is a high bar.

I use butterfly handlebars on my Surly, a little odd looking but keeps me upright while allowing for position changes.

That looks pretty comfortable if I could get a stem long enough to rise it to my upright position.

I like the idea of this handlebar, but for me to purchase one the horns would have to been a lot longer and the bar would have to be made out of aluminum, rather than steel.
