Ebay and Bmsbattery are the cheapest, probably from $100 per wheel, but don't expect it to be special.
Em3ev and Ebikes.ca build better quality wheels and use better motors and cost more.

I and a couple of other people on here have bought from ebikeling.com . he is on ebay/amazon sometimes, but you can get the complete kit from him. power wheel, controller, brake handles, PAS pickup, magnet ring, up down off buttons, display. His display leaked in the rain, don't bother to pay extra. I even bought disk brake disks & calipers from him, worked okay. When shipping forgot to put the disk brake calipers in the box, he answered the phone and had them out to me in under a week. I have over 4000 miles on the generic geared hub motor, the cover screws need tightening a few times a year. Use blue loktite on them, the factory doesn't.
I bought on kit from Ebikeling but I never could get it not to put out too much power now matter the pas speed.
This is a controller issue. if you replace only the power wheel, you could still have same problem.
