losing power?

Recently purchased two moscows for myself and my brother. for a couple of weeks all has been fine. Now after our last trip , my brothers bike will only accelerate to 21.7 kilometers and hour with throttle, even with peddle assist The battery is fully charged and showing 4 bars on battery and 6 bars on display , the speeds are just not there anymore. i have taken pics and video and sent off to customer service here in canada . i was just wondering if anyone else has had this problem.Later today i am going to take my battery to his place to make sure thats not the problem. are the display and controler easily removed? that way i can trouble shoot by using my display and controller to narrow down where the issue is.
 
The battery, controller and display can all be swapped to another bike. The display is easy to remove, the controller a little harder as you will have to remove the battery lock housing as some of the cables route through the frame.
 
As said, all parts are easily moved to another bike for testing ideas. On a Moscow it's a simple matter to disconnect the motor (there's a connector down near the chain on the bike) and then loosen the axle nuts and pop the back wheel off to swap with your brother. If it's a motor issue that'll reveal it.

A tip if the wheel doesn't seem to want to fall right off the bike when the nuts are loose, take the nut all the way off on the non-chain side, put an adjustable wrench on the flats of the axle and rotate it forward and back, the wheel will fall right out easily.
