Loose Battery Sled Base?

Is this normal? This is how my bike came from the shop I bought it from.

That plate is just an esthetic cover over the bracket structure. The plate on mine can move like that if persuaded.

FYI...
During a ride on a rough gravel road, the plate on my STePS-powered bike occasionally rattled. If yours does, too, there's a quick fix. Remove the battery, stretch [to reduce its thickness] a length of cut o-ring or thick rubber band and then slide it between the battery's end mounts and the plate. The attached pic shows the o-ring I used before nipping off the visible tail.
