On one of my less than good days I would have waited for the AH and asked them if they always took up the entire bike rack like that?

Oh yeah: HI there. Wow, that's a nice bike. I noticed it because it's parked kinda funny. Funny? Well yeah, nobody else can use this bike rack the way you monopolized it. Miss? Oh miss! Really young lady that finger is not nice or necessary.

Maybe carry a cheap spare cable lock and help them out with redundant locks as a gesture of kindness.

I suspect that it is the same mentality as the person who parks their car across two parking spaces because they don't want door dings.
