Gazelle cityzen T10 head shock seized

I purchased a cityzen T10 last year, and really enjoy everything about it except the shock system. When I initially got the bike, the shock worked ok, even if it was a bit stiff. But I noticed that there was a little bit of play in the head column between the bars and the wheel, so I took it to my LBS where I bought the bike to get that fixed. They tightened it up, and then they seized the head shock entirely.

My LBS tried loosening the tension a little bit, but the head is still stuck, and they’re saying I just need a new head shock. I don’t think there is anything wrong with the head, I think my LBS just doesn’t know how the gazelle head shock works.

How can I get my head shock to start moving again?

I did not adjust the play but rather added more preload by removing the wheel and fender and adjusting from underneath.

If they fiddled with the play then it looks tricky to get right. Good luck.
 
I ended up just having to have my LBS replace the fork with a new one. Seems to be working again. It's not a great fork, but at least it does something now.
