Connecting "sleeves" in the cables

What is the purpose of these? I thought it might be something to do with the cables being inside the frame but the totally external front brake cable also has one.

Are they ways to make minor adjustments to the tension of the cables?

I think you are referring to inline cable adjusters. Yes these are for adjusting tension.
