Are Some E-Bikes Manufactured In Which The Only Difference Between It Being Type 1 Or Type 3 Is A Setting In the Firmware?

Reading through the definitions of Type 1 vs Type 3 e-bikes, I am wondering if some are built that are sold as Type 1 or Type 3 and then a change in the firmware switches it?

Jim, I asked my LBS that question about Bosch motors (he is a Bosch certified shop) performance line cx vs performance line speed motors and he told me the motors internally look the same and he suspects that Bosch uses software to change the motors characteristics. The cx is class 1 and speed motor is class 3. He didn't get the information from Bosch but was his assumption from working on them and comparing side by side.
