Any way to adjust a non-adjustable front suspension fork?

I know this sounds like a stupid question and that I answered it already.

i bought an ebike online and it has front suspension however i found it to be extremely stiff, as if it was a hardtail fork. so i look at the cap and first there is no lock nor adjustment. I took off the plastic cap and see that deep inside the fork tubes, there IS a washer nut.

but it's very deep so it's unlikely i am going to be able to adjust that nut. but does that nut even do anything?
