Specialized Levo gen 2-3 battery, is the voltage always present at the connection or how can you wake it up without connecting a motor and TCU?

My Turbo Creo Comp is having problem with the Specialized software. The software is not picking up my extender battery. I can see it on my Wahoo and it shows on the top tube battery meter. The software was working. I am trying to figure out how to get my extender battery to show again on the Specialized App.
