How do you mean re-program the motor?
Like downloading the image from a Performance speed motor gen4 (e.g. Supercharger HS) and reprogram the Cargo Line Speed with that image?

It sounds like the the hub is not in full overdrive mode.
To make sure it is:
-move the grip slightly, about 10º below full high speed.
-detach the shift adapter and bullet nut on the hub
-take out the rear wheel
-unscrew the nut with a 17mm spanner and remove the plastic shift adapter
