SOLVED - As dumb as it is it was all to do with the battery levels. I got the correct drill battery charger in and gave both batteries a full charge... after that they turn full speed. I only split the signal wire now too. thanks!

Yes that was the problem both wheels turn full when the batteries are full. I have to do the drill batteries with this set up because of how tiny it is, so its cool I'm just glad its working correctly. I ultimately wired it the way you sketched it because splitting all of them can create...

Yea my thumb throttle wiring is the same but I also have the yellow wire + that goes to the battery plus and blue wire (Power lock wire output) that Is wired to the thinner red Ignition + wire on each controller.

No it shouldn't shut down until its dead as long as its 36v... I did the two drill batteries 18V 6AH because they're tiny. You have to make little custom set up to do it but worth it in my case because I was going for small.

I just did this exact set up. two 18v drill batteries for 36V two 36v hub motors, and two controllers. Its just a torque increase but with that being said it will technically give you more average speed while riding because it will handle incline and regular riding conditions that much better...
