    I just fold the cable back on itself under the spiral wrap to loose the slack. No risk of snagging on anything and easy to access when necessary.

    Nothing really new here. Most of the NJ requirements you mention have been in place for many years for registering motor vehicles & trailers. It's a shame though that they now also apply to ebikes. I wonder what's next. Wheelchairs, unpowered bicycles, strollers, roller skates ????

    Laws governing this vary. In my location, any pedestrian in a crosswalk has the right of way. This includes places where crosswalks cross bike lanes. Since I never know what the laws are in the numerous places I ride, I always yield to anyone in a crosswalk. YMMV.
