    you must mean white label as in individual parts, because nobody makes their own motors brakes etc. now hand selecting and assembling parts available is what everyone basically does. I can do it in my garage. The real question is who puts together a nice package?

    I went with the Radcity Step-thru after researching all the available step thru models. It has all the items I wanted throttle, rear rack without a mounted battery, front and rear lights, fenders and less than $1500. Look forward to trying it out.     they have city bikes with front suspensions and a hard tail. you can add a seat post suspension to ease up on your rear. that being said I put city tires on a mountain bike and it ran great. can easily switch wheel types depending on terrain if you buy another set of rims

    For $2700 price range, i really like my Specialized Turbo Vado 3.0. Class 3 (28 mph)speed with pretty good range, can get 50 to 60 mi in eco-mode
