Aventon have a good manual. "Error 25: Brake Error. Loose brake inhibitor sensor or brake has been engaged for more than 5 secs". I think they do this to prevent brake fluid from boiling.

Both Pace 350 and 500 allow limiting max speed. Limiting speed to 20 mph will make Pace 500 a Class 2 without having to remove the throttle. In Europe Class 2 = 15 mph but in the US Class 2 = 20 mph. NY state allows Class 2 with the same 20 mph.
