Sorry, where did you get the impression Biktrix makes their own frames? I'm 99% certain they don't. Juggernaut and others look like standard China frames like from Eunorau or their parent company and others. The Monte Capro is a modified E22 frame (now unique due to the front shock mount)...

Stefan is very....particular, and not in the US. Don't concern yourself about it - they can indeed set the max speed limit on the M600 but it's not user settable. They expect you to know and adhere to local laws, whatever they may be, and probably wouldn't set it to the 28MPH max for EU/non-US...
