I have had them come both ways. I also assumed that the key would be for on off function plus removal of battery.. same battery option came with “always on”. So yes they come as both funtioning on of and non functioning per key cycle.. when I asked about it .. was told it can be wired that way...

Cloud 9 seats are pretty nice.. we went through a couple different ones before we found one that works pretty good.. I have no butt ( wife had pretty much chewed it off) so a cushy seat is a must
