I hear ya, some plastic fenders are thick enough or paired with aluminum sheets to make them stiff and quiet. Steel tends to be sturdy, but that can introduce rust. Have you seen the Curana fenders like the ones Gazelle sometimes uses? They blend plastic and aluminum, here are some pictures.

Howdy! I don't have a lot to add, but you gave excellent information and I hope someone is able to chime in and help you out! Sounds like your shop has done their best with the handlebar angle and saddle. Have you considered a suspension seat post? Maybe a steeper stem and mid-rise handlebars...
