Level 1 boost is very little ... barely enough to offset the weight of my lightweight bike (maybe 40 lbs total ?). So you shouldn't have an issue with a heavier recumbent.

If the chart in that article is correct, the little tiny bar on the extreme left is all 2 and 3 wheeled vehicles lumped together , a mere drop in the ocean really. Since everything in home electronics seems to come with a li-ion battery now, you should see price drops for ebikes too...
