When measuring battery voltage you need to use a Low Z meter setting if it has one or place the same small load on it each time like a 1k resistor to get the most realistic voltage.

It’s just in case a few cells bleed down or were slow to reach a peak. Then the charger is there to sense the overall drop in voltage and start charging again in an effort to get all cells close to the same voltage.

The wattage will increase a little and stay there if you keep pedaling and while pedaling, goose the throttle for a good second. This helps mostly when in PAS 1 and 2 when trying to match speeds with a companion.

Your mount is not crap. Just buy a Rad battery and chalk it up to experience.

Great! I would still grab that battery while it’s on sale. Not sure how long they will provide spares. Probably end up soon only having a battery kit available that includes the new style battery, new style mount and adapter if needed for about $600. But you can always wire in another battery...

You described the way the 2019 works too.

On the 2019 it’s normal to have red and green prior to connecting, two reds when charging and red and green when fully charged.

He said red and green before and after connecting to bike. I forgot, the 2016 fuses are inside the battery so not as easy as a 2019.

Sounds like a bad fuse, the smaller one, or a bad charger or if not those a bad battery. Do you have a volt meter to check the output of the charger?
