Your interpretation is -- as usually it is -- silly, Charge.

No issue to fly the flags in the public if it is done by authorized services. (Yes, I know it is the British -- not English -- flag here).

In Poland, national flags are flown on public lamp-posts by local authorities, and citizens fly them on their private properties. It is how any modern organized society works. Yes, I know you dream of "The Anarchy In The UK"

On another note: I met an English at our conference. As we were talking about Norn Iron, I mentioned "Derry". The man got upset and asked "Did you mean Londonderry?" -- "It depends who you ask" -- I replied with a smile
