Are covers on hitch dangerous ?

I can't offer any information about the cover itself but be aware that some states are cracking down on bike racks that obscure the rear license plate. Often, the plate is at least partially visible through the bike spokes when using a hitch rack, but can be completely blocked by using a cover. If you go this route, you may want to find a way to put your rear plate on the outside of the cover. This is only a partial solution however since most state laws require that the plate be illuminated.

We've had no trouble with our full cover, but it's completely behind the flat back of our micro RV. The cover came with lights and a holder for a license plate (I'm using a laminated copy). It has lots of straps and buckles to pull the slack out so it doesn't flap too bad.

We also looked at covers with transparent panels so the tail lights can shine through it, but my wife didn't want the bikes visible when covered, and I was skeptical that the transparent material would hold up to repeated folding.
