Lectric told me it would ship out of Los Angeles when the shipment arrived. My bike was shipped from Phoenix, AZ.
Total time was 6 weeks and 3 days from order date to arrival.
After two weeks of asking Lectric where I am in line to get my order, they sent me a confirmation of shipping email about 10 minutes ago.
While I'm satisfied that I'll get the bike mostly on time, I'm concerned about a bigger issue and that is Lectric seems to have bigger issue in reasonable...

I'm 30 days in for the XP non-step and nothing. I called Lectric and while they were nice, the gentleman could not give me a definitive delivery time.
I guess I'll just have to wait until I get some confirmation... $1000 is a lot to spend and not have something in your hand within a reasonable...
You don't want to substitute any capacitors. Replace them with the same capacitance and voltage range. These are energy storage devices and if you get it wrong, you can destroy the entire unit.
