Sounds to me like something is wrong. I have an Allant+ 8 and most of the time I use eco. For a steep hill (say 10%) I use tour and it goes up superbly. I only use eMtb or turbo occasionally for fun. In turbo I can go up 20% virtually effortlessly. I'm 68 and weigh 180 lbs. My average cadence is 90.
You can also just fit a different rack over the top, save you the hassle of removing the old one. You can carry a much heavier load on a different rack (ie 25kg instead of 15kg). Like this:
I had a very similar creak - only when pedalling, sounded like it was from the crank area, same spot in the revolution, didn't matter what gear or mode - I eventually discovered it was my saddle! Worth checking.
Another benefit of the topeak rack is that it has two horizontal rails - so you clip the panniers onto the rail below the rail that the rack pack sits on. This makes it much easier to add/remove panniers while the rack pack is on the bike - handy sometimes.

Finally went on my first short camping tour with my Allant+ 8. I've added a tubus tara rack to the front, and a Topeak super tourist DX (disc) rack to the rear with a topeak rack pack. With these I can easily carry the 25kg that I normally take when camping.
