    While I can't answer that, I do know that when I am riding my Class 3, if I get to 28 MPH, I no longer get pedal assist. Why couldn't the throttle couldn't be disabled once it is switched to Class 1 or Class 3?

    I was in a local bike shop this morning and saw one that allows the user to select between Class 1, Class 2 and Class 3. I went to Google and it turns out a number of bikes now allow user-selectable classes.
