Definitely provides assist beyond 15 mph, but I rarely go much beyond 20 on my rides. I will get out this weekend and try and push the limits. Sorry for misunderstanding your original question.

I have to work hard to get there, but I haven't been able to go beyond 28mph. I thought the limiter in in the electronics next to the motor.

Yes, In the US, but bought from an Italian firm off of eBay. They offered it with the brackets as well. It took about 3 weeks, but worth it. I'm new here, so not sure if I can post the link to the item on eBay. He seems to have 2 left.
