The rating is supposed to be continuous watts without overheating. I suppose a manufacturer could mean the mechanical watts it can produce continuously or the electrical watts it can be fed continuously.

Wire gauge seems to be the biggest factor. Going up two gauges lets a motor handle and produce 56% more power with no increase in heating. A motor rated for 750 watts would have wire two gauges bigger than a 500 watt motor.
