Tesoro neo x1 loose headset issue

Great bike but.. 3rd time back to Rei for a headset that keeps loosening to a clunky wobble. The adjustable handlebar riser means there’s no access to a top cap so it’s not a simple home fix. Not sure if it’s a design thing (or possibly a shop knowledge thing) but either way I’m considering returning the bike and starting again (gazelle ultimate t10 maybe) .. shame because I like the concept of the Tesoro. Have others had this issue (I think the X1 and X2 have the same set up)?

Update.. returned to rei. They were great - processed without issue. Then bought the same bike from a local shop and noticed some differences in headset setup. In short: rei is great for service, but dropped a trick in build. Happy to have the x1 for trail and still have speed and power to make road relatively safe (for NJ..)

Makes me bit worried. Bike is fantastic, but I had the same problem in a brand new bike - literally tried that at home once (purchased over internet as REI does not offer it), and took it to REI.. you can probably put some stuff on thread so it's not getting loose - there is always solution.. Meanwhile I have a 90 days, so will see.. hope it will not be an issue...
