looking for some upgrade pads for Rover as well as some puncture resistant tires.... seems my tire has a wierd hump to it

Regarding the "hump", often bike tires don't seat on the rim properly when inflates. I'm not familiar with the Rover to know for sure, but usually there is a small thin line on the tire sidewall just above the rim. That line should be evenly located all the way around the rim. If not, you can let most of the air out of the tire, which should allow you to use your thumbs to push on the low spot to get it to seat properly. Or, take it to a bike shop and show them.

As far as puncture resistant, unless you're operating in the Southwest, installing Slime might be something to consider. It works pretty good in my experience.

Depends on the type of riding your are doing and what is causing your flats.

I live in southwest and goathead thorns was my biggest issue with the rover and Kenda tires. I added Mr. Tuffy liners and two 2-oz bottles of Stans tire sealant per tire and that help reduced my thorn flats by 90%. I do get a few thorns that are long/sharp enough to make it to the tube. I just rotate the tire down and let Stans do its work and check the PSI afterwards (I only remove thorns at home, never on the road).

The Mr. Tuffy and Stans combo does not help me with road debris like nails, screws, glass, or sharp metal/plastic auto parts left over from accidents in the bike lanes. Those items are too sharp and the hole(s) they make are too big for Stans. It is just easier just to replace the tube than trying to patch 3-4 holes in the tube made from a 3" wood screw.

It also helped my flat situation when I switched to Vee8 120 tpi 26X4 tires. They have 10X more knobbies that help add additional tire thickness against thorns and road debris. I'm still not 100% flat free; but, I can now go months without a flat compared to days with the Kenda.

Mostly urban riders had good luck with Origin8 supercells, Maxxiss hookworms, or Duro Beach Bum fat tires.

I ended up upgrading my pads and Calipers to TRP Spyke and added Jagwire cables. Much shorter stopping distance, almost zero noise, I'm not constantly adjusting them several times a month, and they take less effort to pull compared to the standard brakes.

I went to the Origin8 Supercells (4inch) and slime. I ride asphalt and a little very hard packed trail so there was no need for the knobby tires. The set up offers me a much smoother ride.

All road with Bike-On sealant. Look into tire wipers for thorns...little metal thingies that lightly scrape the tire as you ride.
