Pinion drive mounts the IGH at the bottom bracket and are usually paired with a hub motor and belt. Unsure if any are equipped with a throttle though as they're built as EU S-Pedelec or Pedelec. Mostly EU/German brands, see the list of models on the Pinion EU website.
A DIY hub motor option was Grin’s TDCM IGH which is a direct drive motor with a throttle & PAS options built around a Sturmey 5-speed IGH, to convert a step through, but according to the Grin website they might have discontinued carrying them.
