Which motor/battery system (Bosch, Brose, Shimano, Yamaha, etc.) allows remote monitor (via a mobile app) of the battery's state of charge when the bike is "off"?

None? You can, however, just push the On/Off switch on the existing Specialized Vado/Como battery to display a 5-bar SOC indicator even if it is removed from the e-bike (it won't probably work for the 2022 battery but I haven't checked that). It is also possible to do a similar check on 500 and 625 Giant MTB batteries. (No battery I heard of can transmit the signal to an app when it is off the bike).

This can also be found on many Halilong cases and EM3ev packs. The BMS module has a Bluetooth chip that communicates to an Android or iPhone app.
A very simple solution but occasionally, it can show incorrect voltage when the pack has experienced some voltage sag.

Wrong again...... Smart BMS' do precicely that. My E06 has smart BMS and so does my 21ah super shark.

The ESB app works with a dozen or so bike / battery setups. It works well on my Pedego bikes. It gives lots of information including % charge remaining. ESB works via Bluetooth so the battery need not be installed on the bike.
