A long shot but I'm after just the frame for a Rad Wagon cargo bike. I'm located in Canada.

More common on craigslist/gumtree/ebay are xtracycle and kona ute cargo frames. Same idea, but no power. Surly has a steel frame version. Rad had a DD hub motor, something you can commonly buy from amazon/ebay/ebikeling . Xtracycle sells just frames sometimes new at end of year in weird colors.
Beware the xtracycle conversions with a stretch device bolted at kickstand flange to a regular MTB. I turned down one of those before buying bike left. LBS wanted $1200: bike had steel frame diamondback, 6 speed rear sprockets prone to axle fracture, and rim brakes. Boltup frame might flex under load IMHO. Bike left yuba bodaboda was $1800 with aluminum frame, disk brakes, fenders child seat rack & passenger footrests. No power, I added that.
