People for Bikes just released ratings for cities, ranking best places to ride. Regardless of ranking most riders wish for safer and friendlier places to ride.
Pennsylvania does a really good job adding safe (ish) off road places to ride. The majority are not paved, and unpaved trails aren't the best for many commuters. There have been hundreds, if not thousands of miles of MUP's, rail trails, canal tow paths, greenways and gameland trails added in the last few years. That doesn't include MTB trails. Separated and protected bike lanes are non existent in my corner of PA and the painted bike lanes are mostly ignored by automobile drivers.
