i am wondering if e-bike considered normal bike without the battery because i'm flying with it soon

Yes. But still check with the airline. Some of that has to do with weight. You will need to either ship the battery separately by a certified shipper. Or buy one to be delivered to your destination. You will want to have a bike shop pack the bike for you. Because they receive bikes and unpack them, they have all the packing materials on hand and the experience to do it right. You might ask the dealer where you purchased the bike.
