Daymak Arrow Controller

I was driving along fine with my Arrow and came to a stop light and stopped. I tried going again and my rear wheel was locked. It only moves freely when the bike is shut off. When it's turned on the lock reengadages. Could this be a controller issue or possibly a malfunctioning alarm lock? If so, how can I fix this?

Any help would be greatly appreciated!
