I was just informed of this bills existence, but when I tried to read it, my eye's glazed over. Can someone summarize this bill and explain it's implications for California e-bike riders? Here's a link:

Apparently it passed the lower House unanimously and is being considered by the Senate (in California). Looks like a done deal.
