Cadence or Torque? (with pedal assist & twist throttle)

My last decision. I am getting a city/cruiser, an EG, Prodec, Pedego, Izip....
I want to choose when to use the extra power / throttle, cadence over torque?
Does a 145# female need 500w, and 48 volt? I will use the throttle for hills, or distance.

1. 48V, 500W Torque sensor would be 1st choice (Izip E3 Path Plus) and also look at Easy Motion EVO Street.
2. 48V, 500W, Cadence sensing bike = 2nd choice. ( EG Maui)
3. Pedego Interceptor , 24inch.

Is it hilly in Madison? (Wisc??)

If you want to control how the power comes on and when then torque sensor all the way. Cadence just measures if your moving the peddles and then "applies throttle". Only a torque sensor changes the amount of the power when it does kick on. the harder you push against the peddles the more assist you get. It's the only way that keeps the bike feeling like a bike and not a moped.
