Hi what Gbart said is correct, mine did this as I had not set it to what my bikes pre defined limit was, so if your bike comes from the factory limited to 32 you need to set the value to 32 . Basically this tells the chip what value to fake to the motor

I think if you delimit your bike to what it is rated for there should be no risk . If I buy my bike in the use its limited to 32 KMh but the same bike is limited to 25 KMh in Aus . The only difference is the law . So if you wanted to be super safe and delimit it using a chip to 32 KMh you should...

This is what it looks like installed , I will do a detailed post on my steps and experience for this bike soon. I could not get the VOLspeed in their but this seems to be ok all wires and connections are in their origional location and the VOLspeed seems like a sealed unit.

I got the Volspeed 3 from a local seller on Amazon.
