Sorry to hear about the issue you're having. Me and my brother might have gotten lucky with our 2 bikes and they shipped to us separately. Everything was intact and nothing missing nor damaged, thank goodness. We bought direct from Wallkeebike.com not sure if that made any difference at all...

I haven't seen this issue before on mine nor my brother's bike, but if you send a picture of it to the company they may be able to find out if anything is wrong with it.
